Azam Tarar Urges For Effective Implementation Of Action Plan For Human Rights

Federal Minister for Human Rights Azam Nazir Tarar on Thursday said that the National Task Force has been constituted by the prime minister for various initiatives under the Action Plan for Human Rights through the collaboration of federal and provincial stakeholders.

ISLAMABAD, (UrduPoint / Pakistan Point News – 2nd May, 2024) Federal Minister for Human Rights Azam Nazir Tarar on Thursday said that the National Task Force has been established by the prime minister for various initiatives under the Action Plan for Human Rights through collaboration with federal and provincial stakeholders.

He chaired the 6th meeting of the National Task Force on Human Rights. The meeting was attended by Barrister Aqeel Malik, MNA; Secretary, Ministry of Human Rights, Chairperson, National Commission for Human Rights, Chairperson, National Commission on the Rights of Child, Provincial Secretaries of Human Rights Departments, and senior officials from the Federal and Provincial Governments.

The minister emphasized that after devolution, the role of provincial departments is important for improving the overall human rights situation in the country.

He urged those concerned to take special measures regarding the protection of the rights of vulnerable sections, especially women, children, religious minorities, persons with disabilities and transgender persons. He also invited all the representatives of the Provincial Governments to share the situation and progress.

The minister said that the provinces have been asked to reactivate the Provincial Task Forces on Human Rights and to convene their meetings regularly. To strengthen the institutional mechanism at the district level, the Provincial Governments should reactivate the District Human Rights Committees under the leadership of each Deputy Commissioners.

He emphasized the development of ZARRA App linkages for the recovery of missing children, as well as the Human Rights Information Management System and establishment of an independent secretariat of the Treaty Implementation Cells such as the Government of Punjab and Sindh.

While discussing the Gender Parity Index in relation to the World Economic Forum’s Global Gender Gap Report 2023, where, Pakistan is ranked 142 out of 146 countries, Azam Nazir Tarar became a sub-committee under the chair of Barrister Aqeel Malik, MNA for analysis. in the Report, to find out the reasons and to recommend the necessary interventions to the Government for improving the ranking of Pakistan. Besides, Pakistan’s low ranking in terms of Human Development Index, as shown in UNDP’s Human Development Report, was also discussed. The provincial representatives were requested to take affirmative actions to improve the status of Pakistan in terms of gender parity index in the international context. In this regard, the role of the Federal Bureau of Statistics is also emphasized.

Azam Nazir Tarar requested the Chairperson NCRC to take steps for harmonizing the legislation of the provinces regarding the age of child for marriage and may propose legislative measures to link the registration of marriages with the provision of CNICs.

In this regard, a legislative analysis in Muslim countries was made to determine the age of the child for marriage.

Likewise, regarding the issue of child domestic labor, the minister ordered the harmonization of the age between federal and provincial laws; and Ministry of Law & Justice in collaboration with the Ministry of Human Rights may evolve a mechanism to issue CNICs to NADRA. In addition, the Government of Khyber Pakhtunkhwa has been requested to expedite its proposed law on the Rights of Persons with Disabilities on the pattern of other provinces and Islamabad Capital Territory.
