The last full budget of this government will be presented today. Obviously, it will be a political need for the government to appease the people with the budget, but keeping this aspect in mind, it will be a challenge to eliminate unemployment, curb inflation and comfort the farmers who have become a big vote bank in recent times. While the middle class is demanding a cut in income tax, the MSME sector has to be revived with economic stimulus, as this sector is the most effective in eliminating unemployment. At the same time it should not be forgotten that no country in the world can progress on the path of sustainable development unless it consistently spends properly on health and education. For a long time governments spent only 2% of the budget on these two items. Spending today will have immediate and lasting results over the next ten years. This will create a big dilemma for the government – the immediate population budget or the long-term future of the country? In addition to spending very little on both, China’s attitude is that 10% is spent on defence, while 12% is spent on subsidies on food, fuel and fertilisers. Apart from all this 22% of the total cost goes in the form of interest on the loan. Borrowing from the government for capital expenditure to increase production yields two and a half times more profit, but borrowing for revenue expenditure on unproductive and sometimes unprofitable goods yields no profit. Raising revenue, borrowing only for capital expenditure, keeping aside political leverage while providing relief will be the major challenges of the budget.
