The Verkhovna Rada’s Committee on Agrarian and Land Policy recommends for the consideration of the second reading of a draft law that simplifies the procedure for changing the purpose of land for industrial construction. As reported by Ukrinform, this was announced by the Deputy Chairman of the Committee on Economic Development, Dmytro Kysilevsky, who is the author of the draft law.

According to Kysylevsky, the draft Law on Amendments to Certain Legislative Acts of Ukraine on Attracting Investments for the Purpose of Rapid Reconstruction in Ukraine (reg. No. 9627) provides for a radical simplification of the procedure for – also the intended use of the land. from agriculture to industrial.

“The acceleration and cancellation of some procedures will allow to reduce the time from submitting an application for changing the purpose of the land for the construction of a plant to its approval from 1-3 year to 1.5 months. This is very important when economic reconstruction begins after the war in Ukraine. We need to offer investors a quick and easy method for allocating land for facilities in industry,” said the representative.

He emphasized that the adoption of the law today will make it possible to eliminate the billion-dollar corruption market for officials who have made money by “accelerating” permits for generations.

As reported, from the middle of 2022, the simplified procedure for changing the purpose of land is valid for relocated businesses, multimodal terminal, Danube port, housing for IDPs, engineering and communication network, and road and transportation infrastructure facilities.
